NEGROS ORIENTAL (PIA) – The Department of the Interior and Local Government (DILG) here has set the date for the conduct of the first simultaneous barangay assembly in the province on March 26.
The DILG is reminding all barangay captains as well as city and municipal chief executives throughout the province to hold a barangay assembly on the abovementioned date.
According to Chapter 5, Section 397 of the Local Government Code, all barangays in should conduct barangay assembly at least twice a year to discuss different programs, achievements and other issues concerning the barangay.
According to DILG-Negros Oriental information officer Kate Ayroso, barangay assemblies aim to strengthen the relationship between the government and community for more efficient delivery services to residents of the community.
Suggested topics for the barangay assembly include but not limited to State of the Barangay Address (SOBA) consisting of 2015 accomplishments, financial reports and status of on-going programs and projects, revitalization of the Barangay Anti-Drug Abuse Council (BADAC), “Barangay Registration of Kasambahay” program, presentation of priority projects under the recently launched Barangay Bottom-up Budgeting (BUB) and issues on disaster preparedness and solid waste management.
Aside from the “actual residents” of the barangay, those who are residing there within 6 months and residents 15 years old and above, members of church groups and Civil Society Organizations (CSOs) can also participate in the barangay assembly.
She also said that some DILG officers will come to barangay assemblies to observe the proceedings.
Meanwhile, Ayroso disclosed that the DILG has identified four showcase or model barangays throughout the province.
She explained these barangays have exhibited good governance, active citizen participation in governance and strong relationship with religious organizations to boost grass roots participation based on the guidelines set by the department.
The four barangays are Barangay Motong and Mangnao in Dumaguete City, Barangay Trinidad in Guihulngan City and Barangay Bagtic in Mabinay town.
Ayroso hinted that DILG officers and officials may go in these barangays when they hold their barangay assemblies within the month.
The schedule of barangay assemblies in these villages will be on March 14, for Brgy. Bagtic, March 21 for Brgy. Trinidad, March 26 for Brgy. Motong, March 27 for Brgy. Mangnao.
On the other hand, she also underscored resident of the barangay, concerned citizen or a member or officer of a government or non-government organizations can file a complaint to the Sangguniang Panlungsod or Office of the Ombudsman if ever there is no barangay assemble held in their barangay.
