NEGROS ORIENTAL(PIA) – The Sangguniang Panlalawigan (SP) of Negros Oriental headed by Vice Governor Mark Macias conducted a forum on local legislation in Dumaguete City today.
The forum was attended by several Sanggunian Bayan (SB) members, SB secretaries and some mayors and vice mayors from different Local Government Units in the province.
Vice Gov. Macias said the purpose of the forum is to guide SB members in crafting their local ordinances and resolutions particularly on the technicalities in formulating these laws so that it won’t be returned to them when they submit it to SP for validation.
Macias noted that one of the functions of the SP is to review resolutions and ordinances passed by the component cities and municipalities in Negros Oriental.
The vice governor disclosed that in the past years and months the SP had to return a lot of resolutions or ordinances they have reviewed to their respective LGUs because they lack specific requirements.
He explained that once a resolution is submitted to the SP for review it goes through the steering committee which refers it to the specific department of the provincial government.
“We do not claim experts on these fields. If it (resolution) is about human resource then we refer to Human Resource Department, if it is about budget, we refer it to the budget office. Although they are not part of the legislative branch of government but we utilize them as technical arm,” Vice Gov. Macias elaborated.
The SP follows the comments of these offices that serve as technical arm. If there are comments in the resolution they return it to the LGU or validate if there is no comment from the specific department, he added.
Macias hopes that through this event, SB members will be familiar with the process and other technicalities related to the topic so that resolutions or ordinances submitted to the SP will be approved quickly.
The Vice governor sees this as a tool for good governance since the approval process is expedited.
On the other hand, participants were also briefed on other topics such as the local legislative process by Atty. Geoffreyy Villahermosa who is the Provincial Secretary, Annual Investment Program by Sofia Arevalo, officer in charge of the Provincial Planning and Development Office, budget review process by Marichu Alpuerto, provincial budget officer and human resource and management issues by Daisy Vamenta of the Governor’s Office.
